Embroidery backing paper is generally made from recycled cotton fibers, and the fibers are bonded to the carded web through the impregnation tank using chemical reagents (usually adhesives and reagents for stiffening the hand), and then processed through subsequent drying and hot-rolling processes to produce a non-woven fabric with a stiff hand.
